D. Scott Wiseman

Vice President, External Affairs - Ameren Illinois
D. Scott Wiseman is vice president, External Affairs for Ameren Illinois. In this role, he oversees government relations and community and public relations.

Scott Wiseman joined Ameren Illinois on January 1, 2010.  Currently, he is Vice President of External Affairs at Ameren Illinois.  He is responsible for leading the Ameren Illinois customer service operations and communications strategy, including all customer call center, billing and collections operations and oversight of internal and external communications.  Additionally, he leads thelegislative affairs strategy which includes developing and maintaining policies and procedures to ensure awareness of and impact on federal, state and local legislation affecting Ameren Illinois.

 

Previously, Mr. Wiseman was Vice President of Regulatory Affairs at Ameren Illinois.  In this role, he oversaw state and federal regulatory compliance, rates, and regulatory affairs.  Ameren Illinois, a subsidiary of St. Louis based Ameren Corporation, services 1.2 million electric and 840,000 natural gas customers in more than 1,200 Illinois communities.

 

Prior to joining Ameren Illinois, Mr. Wiseman was senior vice president, State Affairs and Outreach for the American Coalition of Clean Coal Electricity – a national industry organization educating decision makers on energy and environmental policies at the regional, state, and local levels.  In this role, Mr. Wiseman had industry leadership roles on issues such as energy policy, multi-emissions proposals, climate change, mercury and regional haze.

 

From 2001 to 2005, Mr. Wiseman served as the executive director of the Illinois Commerce Commission (ICC), leading the agency that has regulatory oversight of investor-owned utilities, including telecommunications, electricity, water and gas companies; and statutory oversight of transportation issues, such as railroad crossing safety, motor carrier insurance, household goods moving and towing companies.

 

While at the ICC, Mr. Wiseman also held several positions at the national level, serving as chairman of the National Association of Regulatory Utility Commissioners Staff Subcommittee on Executive Management, the Advisory Board of the Regulatory Information Technology Consortium, the Research Advisory Board of the National Regulatory Research Institute at Ohio State University and the Illinois Human Rights 211 Collaboration Board.

 

Prior to joining the ICC, Mr. Wiseman was chief of staff at the Illinois Department of Revenue and held various positions in Illinois state government beginning in 1987, the same year he graduated with honors from Western Illinois University.  Mr. Wiseman holds a Bachelor of Science degree in Political Science and has completed advanced Leadership and Executive Management courses at the University of Virginia.
